A man in Oregon who immigrated from Laos is sharing a Powerball prize worth hundreds of millions of dollars with a friend. Forty-six-year-old Cheng Saephan will take half the money, and a friend who chipped in $100 to buy the lottery tickets will get the other half. Saephan and his wife, Duanpen, live in the Portland suburb of Milwaukie.

Despite the government’s ban on gambling, there are still three casinos operating in the country and several offshore sites that accept players from Laos. These sites use different software to generate random numbers that are associated with specific letters and symbols. Some of these sites are licensed and have a good reputation while others are not. Some are even owned by reputable companies that have won awards for their gaming software.

The International Lottery in Liechtenstein Foundation (ILLF) is a nonprofit organization that operates online lotteries and supports charitable projects domestically and internationally. ILLF pioneered Internet gaming and processed the first online lottery transaction in 1995. ILLF also operates the world’s first online lotto, PLUS Lotto, and launched the first instant scratch-off games on the Internet.

The lottery has a high percentage of winnings, and the payouts are large for the number of correct entries. A winner can win a minimum of 1,000 kips when he or she matches all four numbers. Matching three or more numbers will yield even higher returns, as a single bet of 1,000 kips can multiply to 6 million kip. Currently, there are two winners of the jackpot for Jackpot 1 and another two in Jackpot 2. The winner will receive the total prize over 30 years, or opt for a one-time payment of 1.3 billion kip.
