Cheng Saephan, a 46-year-old immigrant from Laos who won the Powerball jackpot in Oregon earlier this month, drew the attention of reporters with his broad smile and a bright blue sash emblazoned with the words “Iu Mien USA.” The prize of $1.3 billion — to be split with a friend who chipped in $100 for the tickets — has changed Saephan’s life. He wore the sash at a news conference to identify himself as part of an ethnic group with roots in southern China who fled Laos and settled in Thailand and then in the United States after the Vietnam war. He told reporters that he and his wife will take half of the money and give the rest to their friend.
