These are operated by the Interprovincial Lottery Corporation, a consortium of five regional lottery corporations owned by their provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut).

A Laotian immigrant living in Portland, Oregon won a $1.3 billion Powerball jackpot on Monday and plans to give half the prize money to a friend who has been battling cancer for eight years. Cheng Saephan, 46, made his announcement at a news conference hosted by the Oregon Lottery.

Mr. Saephan said he will take the other half of his prize money and give some to family members as well. He also plans to invest some of it in his company. He says he wants to be a role model and encourage others to follow his example. He also urged people to play responsibly and not rely on luck. The lottery’s prize structure encourages participation by rewarding players who match more digits. Those who match all four numbers can see their stake multiplied by as much as six times, turning a 1,000-kip bet into 6,000,000 kip. A matching three-number combination can earn a player up to 500,000 kip in winnings. In addition to the standard prizes, some lotteries also award prizes for matching special combinations such as consecutive digits or animal names. For example, the number 134 is associated with the buffalo, a symbol of good luck in Laos.
