A Laotian immigrant living in Portland, Oregon won a $1.3 billion Powerball jackpot on Monday and plans to give half the prize money to a friend who has been battling cancer for eight years. Cheng Saephan, 46, made his announcement at a news conference hosted by the Oregon Lottery.
Mr. Saephan said he will take the other half of his prize money and give some to family members as well. He also plans to invest some of it in his company. He says he wants to be a role model and encourage others to follow his example. He also urged people to play responsibly and not rely on luck.
