In the communist country of Laos, lottery officials are accused of rigging results to prevent large pay-outs. Drawings frequently show numbers that disappear from purchased tickets or are deemed unlucky, a resident of the capital Vientiane told RFA’s Lao Service. For example, the winning number 509 in a recent drawing appeared only as a five on tickets sold throughout the day of the draw.
The business interests that are responsible for the nation’s lottery include individuals with connections to the ruling elite, the caller from Laos said. “We hope that the government will resume control of the lottery, because the drawings can’t be trusted,” he added. After the win, Cheng Saephan, a 46-year-old immigrant from Laos, wore a sash at his news conference that identified him as an Iu Mien, a Southeast Asian ethnic group with roots in southern China that fled to Thailand and then to the United States during the Vietnam War. The group assisted American forces fighting the North Vietnamese-led guerrillas along the Ho Chi Minh Trail.
