Saephan’s win was the biggest in Powerball history and raised awareness about the Iu Mien people, a southeast Asian ethnic group with roots in southern China. The group assisted American forces during the Vietnam War. After the conflict, many Iu Mien families fled to Thailand and then moved to the United States.
Prior to 1967 buying a lottery ticket in Canada was illegal. That year the federal Liberal government introduced a special law called an Omnibus Bill, which was intended to bring up-to-date a number of outdated laws. Pierre Trudeau, the Minister of Justice at that time, sponsored an amendment that would permit a provincial government to operate a lottery.

There are also two privately operated lotteries in Canada, the Health Lottery and the Mega Millions.
