As a result, the largely unregulated sector is booming, with thousands of tourists flooding the few local casinos. However, Lao gamblers have an alternative – the internet, where there are numerous bookmakers that accept their bets.

Despite the fact that the communist country has no legal framework to govern gambling, it is not uncommon for authorities in Laos to rig lottery drawings and manipulate winning numbers in order to avoid large pay-outs, sources tell RFA’s Lao Service. For example, on Oct. 14, the number 509 appeared on a winning ticket but disappeared from purchased tickets shortly after the drawing, and was replaced with the number 134, the source said. The source added that business interests with connections to the ruling elite benefit from the rigged lottery.
