While the legality of online lotteries is still contested in some countries, the convenience and speed of Internet transactions make them an attractive alternative to traditional land-based lotteries. The games can be played in various ways, including through websites, mobile apps, and instant message services. The games are generally available to people 18 years of age or older.

Some of the major lotteries in the world are organized by governments, while others are privately owned and operated by companies such as Google or Amazon. The most popular national lottery is the US Powerball, which has a prize pool of USD$5 billion. The second most popular is the EuroMillions, which is played in the UK, France, and Germany.

In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of five provincial/territorial lottery commissions: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Yukon, Northwest Territories, Nunavut). In addition to the four lotteries, several private business interests manage local lotteries in the provinces of British Columbia, Quebec, and Manitoba. These private lotteries are subsidized by the provincial/territorial governments and are not regulated by the federal government. Some of these businesses are owned by members of the ruling elite. Ounkeo Souksavanh, a former Lao government official, tells RFA that private business interests should not be responsible for running the national lottery, because they cannot be trusted to organize fair drawings.
