The government of New Zealand controls national lotteries and distributes the proceeds to charities and community organizations, including Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission. It operates the country’s four main games: Lotto, Powerball and Strike, Keno, and Instant Kiwi scratch card games. It has also launched EuroMillions, a pan-European lottery with an average jackpot of EUR2.4 billion.

In Laos, all forms of gambling are illegal except for state-run lotteries. However, thousands of tourists still storm the few local casinos in this southeastern Asian nation. Online betting, though, is not blocked by authorities, and international bookmakers happily accept bets from Laotians.

While government officials claim that the Laotian lottery is a success and has helped reduce poverty, RFA’s source in Vientiane says that lottery officials are rigging the system by manipulating winning numbers. Drawings in the national lottery, held three times a week, often show numbers that aren’t included on purchased tickets or are deemed unlucky and unlikely to be chosen. For example, on Oct. 14 this year, the number 509 appeared only as 134 on tickets sold throughout the day of the drawing until it was changed just 10 minutes before the scheduled time of the lottery announcement, our source said. In the past, there were also rumors of officials buying large numbers to prevent them from appearing in winning combinations. This, our source says, is a way to avoid paying out large pay-outs and keeping the profits for themselves. Laotians should hope that the lottery system is reformed before it’s too late, our source adds. The state should take back control of the lottery, he says. It should not be left in the hands of private business interests with connections to the country’s ruling elite.
