For a $2.00 donation players could enter a drawing in which the prizes were silver bars, not money. There were debates about the legality of this ’tax’ but it was not declared illegal and monthly draws continued without a hitch.

The national lottery in the communist nation of Laos is being rigged by business interests with ties to its ruling elite, sources in the capital Vientiane tell RFA’s Lao Service. For example, on Oct. 14 this year the winning number was 509, but access to that number on tickets purchased throughout the day disappeared an hour before the drawing, a source told RFA. “Hopefully the government will resume control of the lottery because it should be 100 percent managed by them,” the source added. This is a very optimistic view of the situation, but it will take some time to shape up if this is actually going to happen.
