Lotteries have a long history in many countries, and in some cases are the only form of gambling permitted by law. They are used to raise money for public and private projects, and can be played by individuals or groups. Some lotteries are conducted by governments, while others are run by private companies. In the United States, state governments regulate lotteries, and profits from them are often used to fund public education systems. In other states, the revenue from the state lotteries is used to fund other public services, such as prisons and welfare programs.

The first modern lottery was created by King Francis I in or around 1505 in France. It was a success, and soon other countries began to introduce their own version. After two centuries of decline, the lottery reappeared at the end of the 17th century, with “public” lotteries in cities like Paris (called Loterie de la L’Hotel de Ville), and “private” lotteries for religious orders, mostly among nuns in convents.

In Canada, the lottery is regulated at the provincial and territorial levels. The five regional lottery corporations are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Yukon, Northwest Territories, Nunavut). In addition, the Interprovincial Lottery Corporation runs the national game, Lotto 6/49.

The government of Laos has taken a different approach to lottery regulation, with the objective of increasing revenues from the game while reducing the risk of corruption and illegal activities. However, in recent years lottery officials have been accused of rigging the system by removing popular numbers from tickets before the drawing. The result is that the prize amounts are smaller than they should be. This talk, by anthropologist Charles Zuckerman, will explore the social and moral significance of gambling in Luang Prabang in recent decades, and consider how the lottery system might shed light on other state enterprises in the country.
