The rigging of results has been the subject of investigations in several countries, including Canada. In 1967, Montreal mayor Jean Drapeau attempted to generate revenue by announcing a “voluntary tax.” For a $2.00 donation, participants could play the lottery and win a silver bar valued at $100,000. This “tax” was ultimately declared illegal, but the Lottery’s monthly drawings continued without interruption.

Lottery officials in Laos are rigging the system to avoid paying out big jackpots, according to sources in that Southeast Asian nation. The alleged manipulation of the national lottery’s results has resulted in numbers appearing and disappearing from purchased tickets. For example, the winning number of the Oct. 14 drawing – 509 – vanished from tickets sold throughout the day after buyers sought to purchase those with that number, a source told RFA’s Lao Service.

The private business interests responsible for the lottery have links to the ruling elite in Laos, the source added. “The Lao state should resume control of the lottery, because they can’t be trusted,” he said.
