The federal minister of justice argued that Drapeau’s ‘tax’ was not a lottery, but the Quebec Appeal Court disagreed.

A number of other lottery systems have developed in the world. In many countries, government-controlled lottery operations exist, as well as privately run ones that compete with the state-run ones. The biggest lotteries are run by private businesses, with the most famous being Powerball and Mega Millions in the United States, EuroMillions in Europe, and the in China.

Another example of a privatized lotteries is the Health Lottery in the United Kingdom, which was established in 1994 and is operated by the Camelot Group. The UK’s National Lottery, meanwhile, is managed by the Gambling Commission and offers a range of different games and prizes.

In Laos, where gambling is illegal except for the national lottery, there are a few reputable international bookmakers that accept bets from Laotians. In general, these operators are not blocked by the authorities and offer a wide range of betting options.
