In the US, the most prominent lottery service is operated by GTech Corporation based in West Greenwich, Rhode Island. The company manages 70% of the world’s online and instant lottery business, according to its website. The first online lottery system was launched in 1995 by PLUS Lotto, an international charitable foundation run under the auspices of the Liechtenstein government. The organization also supports charitable projects domestically and internationally.

While many of these online services are legal, others are not. The laws surrounding online gambling have not kept up with advances in technology. In some states, it is illegal to purchase lottery tickets over the Internet. Many people use third-party services to buy tickets, but these services are not always legal. In some cases, these services can even lead to criminal charges.

Laos officials are rigging the national lottery, sources in the communist nation tell RFA’s Lao Service. The country’s national lottery draws three times each week, and winning numbers often appear to vanish from purchased tickets or are changed before the drawing is held. For example, the number 509 in a recent drawing was originally listed as 134, but was changed to 5 just an hour before the draw.

The rigging of the lottery has angered many residents of the capital, Vientiane. A caller to RFA’s Lao Service said private business interests should not be responsible for the lottery, and he asked that the government regain control of the operation. The caller added that the businesses involved with the lottery are connected to the country’s ruling elite. He also expressed concern that the national lottery is not supervised properly. The Laos national lottery was formerly run by the ministry of justice and is now under the control of the prime minister’s office. The ministry of justice has yet to respond to questions about the changes. Laos is one of the few countries in Southeast Asia that does not prohibit any type of gambling.
