Lao officials are rigging the country’s national lottery, making it impossible for players to win big pay-outs, sources tell RFA’s Lao Service. Drawings frequently show numbers that have already been purchased, or numbers deemed unlucky and unlikely to be picked. For example, the winning number 509 for a drawing on Oct. 14 appeared only as 5 on tickets sold throughout the day of the drawing before suddenly changing to 134 an hour before the draw.

Moreover, a source from the Lao state lottery told RFA that business interests with a stake in the lottery’s work are connected to the country’s ruling elite. “This means that the drawings can’t be trusted,” he said.

While the Lao government has taken steps toward regulating the gambling industry, it is still a long road to a fully regulated environment. This is especially true of the market for online betting, which seems to be completely unmonitored by authorities. Despite this, Laos citizens are able to access international bookies with no problems at all. It may be a matter of time before the government takes action to impose its own rules on the betting sector. Until then, Lao gamblers should stick to reputable bookies and avoid playing at unlicensed sites.
