The national lottery in Canada was made legal by a 1967 law (an Omnibus Bill) intended to bring up-to-date the country’s outdated gambling laws. Until that time, buying a lottery ticket was considered a crime. Montreal Mayor Jean Drapeau attempted to recover some of the costs of the World’s Fair and a new subway system by introducing a “voluntary tax”. For a $2.00 “donation”, a player could be entered into a drawing for a $100,000 prize, but this was considered a lottery and therefore was legal.
