The business interests that run the national lottery include families of leading members of the country’s ruling elite, an RFA caller from Laos tells the program. These businesses are not publicized and there is no indication of how much they pay to the government for the licenses.

In Canada, a provincial government introduced a special law in 1967 to update obsolete laws that prohibited lottery-like operations. The government sponsored the bill, and Pierre Trudeau was the Liberal Party’s minister of justice at that time. The new law legalized the Irish Sweepstakes, which had been conducted illegally by private groups before the change in the legislation. Today, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max, Ontario Lottery and Gaming Corporation, and Western Canada Lottery Corporation.
