Before 1967, buying a lottery ticket in Canada was illegal, but that year a federal government law (an Omnibus Bill) brought up to date a number of obsolete laws, and one of those was the law on lotteries. At the same time Montreal mayor Jean Drapeau tried to recover some of the money spent on the World’s Fair and the new subway system, and he came up with an innovative idea: for a $2.00 “donation” players would be eligible for a lottery draw. But this wasn’t a lottery as it was known in the past for two reasons: prizes were silver bars, not cash, and contestants had to answer four questions about Montreal to participate in a second draw.

Laos officials are rigging the national lottery, sources in the communist nation tell RFA’s Lao Service. Drawings often show numbers that have already been purchased or that are deemed unlucky, they say. For example, on Oct. 14 this year, the winning number 509 appeared as 134 on tickets sold throughout the day before the drawing, and then changed to 662 just 10 minutes before the drawing began.

In addition to rigged drawings, the Laos national lottery is plagued by problems related to corruption and poor management. The majority of businesses responsible for the lottery are owned by persons with connections to the country’s ruling elite, and the public is not told how much these businesses pay the government annually to operate the lottery. The officials also do not inspect the lottery’s operations, the sources say. They added that the government should resume control of the national lottery and not leave it to private business interests.
