The 46-year-old immigrant from Laos, who won the Powerball jackpot in Oregon earlier this month and will split the lump sum with a friend, wore a sash at his news conference to identify himself as an Iu Mien, a Southeast Asian ethnic group whose members helped American forces during the Vietnam War. His victory has raised awareness of the group, which has roots in southern China. Lao officials have criticized his decision to leave the country and return to Oregon to share his fortune. The government has been investigating whether his return is legitimate.
