Laos officials are rigging the national lottery, manipulating winning numbers in order to avoid large pay-outs, according to sources in the country. Drawings for the thrice-weekly game often show numbers that have been disallowed from purchased tickets, such as the number 509 on Oct. 14 this year. The 09 mysteriously disappeared from tickets purchased during the day of the drawing, a resident of the capital told RFA’s Lao Service.

A finance ministry official who serves on the committee overseeing the lottery said there have been changes made in response to earlier questions about the legitimacy of the game. Vilasack Phommaluck also said that the committee may make other changes, such as cutting the drawings back to once a week, to help restore faith in the game. The official added that the committee will double check the lottery balls to ensure that they are not tampered with.
