Laos’ national lottery is run by private business interests with close ties to the country’s ruling elite, RFA’s Lao Service has learned. These business interests include the families of two former prime ministers, Thongsing and Khamtay Siphandone.
Despite the political ties, Laos’ national lottery is still considered a legitimate enterprise. But many residents are suspicious of the way in which it is managed, a source told RFA’s Lao Service on condition of anonymity. “There is a suspicion that the winning numbers for this lottery are controlled by the governing elite,” the source said. “For example, last week the number 134 was announced as the winning number for the drawing, but it was changed to 662 only 10 minutes before the actual drawing took place.”
The number 134 is associated with the buffalo, which symbolizes good luck in Laos. It has been picked in previous lottery drawings and is believed to have boosted sales. The company that runs the lotto has not responded to requests for comment. The winner of the April 9 Powerball jackpot — who will be paid in a lump sum of $422 million after taxes — is an immigrant from the Iu Mien ethnic group, which is predominantly rural and subsistence farmers.
