During the Vietnam War, the CIA and US military recruited Iu Mien families in neighboring Laos to engage in guerilla warfare and disrupt the Ho Chi Minh Trail that the North Vietnamese were using to send troops and supplies into South Vietnam. After the conflict, Iu Mien families fled to Thailand to avoid retribution and later immigrated to the US. Saephan said he will share half of the winnings with his wife, Duanpen, 37, and his friend, Laiza Chao, 55, a Laos native who lives in the Portland suburb of Milwaukie. She bought a share of the tickets, along with Saephan.
