Sources in the communist country of Laos say that lottery officials are rigging the system to avoid large pay-outs. They point to the fact that in a drawing on Oct. 14 this year, the number 509 mysteriously disappeared from purchased tickets, although it was available on the Internet until a few hours before the drawing.
A number of other changes have been made to the way the lottery operates in recent years. Most notably, Oregon no longer allows lottery winners to remain anonymous. However, the winning prize must still go through a lengthy vetting and security process before being awarded.
