The alleged lottery manipulation in Laos came to light after the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance, which oversees the legal state lottery, to work with other government agencies to better manage the system, sources told RFA’s Lao Service. The directive requires that drawing times for the state lottery be reduced from two to one a week, and that winnings are handled in a more transparent manner. It also prohibits informal football lotteries and lottery chance purchasing via short messaging services.
The alleged scam was based on an illegally obtained photo of the winning ticket at the Plaid Pantry convenience store. The winner is an immigrant from the Iu Mien community of Laos, a Southeast Asian ethnic group that originated in southern China. Thousands of Iu Mien immigrants moved to the United States through refugee rescue programs after the Vietnam War, and have established large communities in Portland with Buddhist temples, Baptist churches, social organizations and businesses. Some have attended universities and started their own businesses. The winners’ identities have not been revealed, but under Oregon law, with few exceptions, lottery winners cannot remain anonymous.
