A Laotian immigrant has become a billionaire after sharing a winning lottery ticket with a friend. Forty-six-year-old Cheng Saephan won a Powerball jackpot worth more than $800 million. Illegal foreign lotteries are being sold in Laos even though the country has its own legal lottery, Finance Minister Bounchom Ubonpaseuth told RFA’s Lao Service recently. The ministry has instructed the relevant sector to work with authorities to regulate these unlawful operations. The government wants the state lottery enterprise to reduce the frequency of its drawings from two times a week to one a week, and to handle winnings more transparently.
