All are operated by the Interprovincial Lottery Corporation, a consortium of regional lotteries owned by provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Manitoba).

Laos has been accused of rigging its national lottery to avoid large pay-outs. The communist nation’s national lottery draws three times a week, but numbers often disappear from purchased tickets. RFA’s Lao Service has learned that business interests with a stake in the lottery’s work include families of top government officials, including Prime Minister Thongsing and former president Khamtay Siphandone.

While the Laos lottery has been successful, it hasn’t been without controversy. A Lao state official told RFA that businesses with a stake in the lottery’s operations often pay large sums to government officials for an exclusive license to operate the lottery.
