Currently, there are four nationwide lotteries in Canada, each administered by a provincial/territorial government: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories). Private lotteries are also permitted in some jurisdictions.

In the United States, lottery games are typically run by state-licensed organizations or private corporations, and they are often combined with other forms of gambling such as horse racing or bingo. In most cases, a small percentage of the ticket price is paid out in prizes, with the remainder used for administration costs.

Laos Lotto

Officials in the communist nation of Laos are rigging the national lottery by manipulating drawings, sources tell RFA’s Lao Service. Drawings in the country’s three-times-a-week lottery often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, on Oct. 14 the winning number 509 appeared on tickets only as a 5 for much of the day before the drawing, until it mysteriously changed to 662 shortly before the event. These incidents are causing growing discontent among lottery fans. The company that runs the national lottery, which has been a government-owned enterprise since 2006, is controlled by business interests with links to the ruling elite. The government must take control of the lottery, a Lao resident told RFA’s Lao Service on condition of anonymity.
