A number of countries have legalized gambling and have a state-run lottery, including Bulgaria, Canada, Italy, the Isle of Man, and Spain. In Europe, the most popular lottery is the EuroMillions. It is operated by the Camelot Group and has a prize pool of up to €240 million ($259 million). Other major lotteries in the world include the Spanish Christmas Lottery, operated by Loterias y Apuestas del Estado, with a jackpot prize of up to EUR2.4 billion.

In Laos, the lottery is one of the most popular ways to gamble and win big prizes. However, the government is not doing enough to regulate the industry and there are still problems with the system. One of the most significant problems is that there are too many lottery winners, which leads to fraud and abuse. Another problem is that the lottery is not well managed and is prone to corruption.

Charles Zuckerman has a long-standing interest in the social history of lotteries, and his talk will explore the political, economic and moral context of these activities since 1975. He will focus on the lottery in Luang Prabang, where he carried out ethnographic research in 2013-2016. He will discuss how the lottery reflects and shapes state enterprises and their ambitions, and examine what the mechanics of playing the lottery mean for local people.

During the course of his research, Zuckerman developed a set of questions that he used to guide his work. These questions centered around three main themes: 1) the relationship between lottery play and state power, 2) the politics of state-owned enterprise, and 3) the logic of state-run gambling. He will share these questions, and some of his findings from his fieldwork.
