In Canada, the first lotteries were illegal until 1967. In that year the Liberal government introduced an Omnibus Bill designed to bring up-to-date a number of obsolete laws. The bill included an amendment to allow the provinces and territories to operate lotteries. In order to do so they were permitted to charge a “voluntary tax” of two dollars for a chance to participate in the lottery.
