In the same year, Montreal Mayor Jean Drapeau introduced a “voluntary tax” that allowed residents of the city to participate in a monthly draw for a prize of silver bars.

New Zealand’s national lottery is operated by an autonomous Crown entity, Lotto New Zealand, which has four games including Lotto, Powerball and Strike, Keno, and Bullseye and Instant Kiwi scratch card games. Profits are distributed by the New Zealand Lottery Grants Board to a number of organizations including Sport and Recreation New Zealand, Creative New Zealand, and the Film Commission. Winnings are not taxed in New Zealand. In Liechtenstein, the International Lottery Foundation (ILLF) operates the Internet’s first lotteries and processed the first Internet gaming transaction in 1995. The ILLF also supports charitable projects and organizations domestically and internationally. In addition, it offers a variety of online games including lottery-style games and casino games.
