Montreal mayor Jean Drapeau tried to recover some of the money spent on the World’s Fair and a subway system by introducing a “voluntary tax.” For a $2.00 donation participants would be eligible to enter a competition in which the winners were awarded silver bars instead of cash. The Omnibus Bill made the “tax” illegal, but Drapeau refused to stop his lotteries.

In Canada, there are four nationwide lottery games: Lotto 6/49, Lotto Max (which replaced Lottery Super 7 in September 2009), Daily Grand and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Prairie Lottery (Alberta, Saskatchewan, Manitoba), Quebec Lottery (Quebec) and British Columbia Lottery (British Columbia). In addition to the nationwide games, each province and territory runs its own local games. The Lottery Corporation also sells tickets to foreign lotteries. In addition, it operates the Internet lottery Plus Lotto. It is one of the oldest and most popular Internet lotteries.
