Officials in the communist country of Laos are rigging the national lottery by manipulating winning numbers to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings held three times each week often display numbers that have already been purchased by buyers or that are deemed unlucky, the sources say. For example, on Oct. 14, the number 509 appeared only as a number on purchased tickets sold throughout the day of that day’s drawing, while the same number appeared as 134 an hour before the draw was to be announced on radio and television.

Minister Bounchom said officials in charge are aware of the problem, but it is difficult to address because illegal lotteries take place mainly on the Internet. He added that officials are trying to reduce the number of lottery sales by limiting it to twice per week and ending the sale of scratch-off lotteries.
