The Internet has made it possible to play lottery-style games without paying for a ticket. A company called GTech Corporation in West Greenwich, Rhode Island, manages about 70% of worldwide online and instant lottery business, according to its website. The company also operates the Mega Millions lottery in the United States, which is one of the world’s largest.
In the United Kingdom, there are a number of state-owned and private lotteries. The largest is the National Lottery, run by Camelot Group. It draws more than 10 billion euros annually from players in the UK, France, Germany, and Spain. The second largest is the EuroMillions, which draws more than 2.4 billion euros from players in Europe. The third largest is the Irish Lottery, run by the state-owned Loterias y Apuestas del Estado.
Lottery laws vary from country to country. For example, in Canada before 1967 buying a lottery ticket was illegal. But that year a Liberal government sponsored an Omnibus Bill intended to update obsolete laws. The new law permitted provincial governments to operate a lottery system.
Many governments impose taxes on lottery winnings. Some even use lottery proceeds to fund public service projects. In addition, some lotteries have become highly profitable enterprises and are now major sources of revenue for their governments. In the United States, for example, lottery revenue is the fifth-largest source of federal funds.
Despite being illegal, the practice of playing the lottery is widespread in some countries, and many people do not know that they are gambling. In Laos, lottery officials are rigging the drawing process to avoid large pay-outs, according to a source in the capital, Vientiane. The source said that a drawing on Oct. 14 this year showed the number 509, but that number disappeared from purchased tickets throughout the day of the drawing. In fact, the number only reappeared on radio announcements just an hour before the drawing.
The minister of information and communications, Bounchom Ephraim, sounded a note of alarm about the issue. He told lawmakers that the illegal lotteries were becoming a serious problem and urged authorities to address it. However, he acknowledged that it would be difficult to deal with the matter because the lottery business takes place mainly on the Internet. The ministry would need to invest in technology to trace those involved in the illegal lotteries. He added that he will work to strengthen the law and will set up a committee to tackle the problem. He also vowed to work with the European Union and other international bodies to ensure the safety of lottery operations. The minister added that his department is also working to increase awareness about gambling in the community.
