For example, on Oct. 14, the number 509 appeared only as 5 on tickets sold throughout the day of the drawing, a source told RFA’s Lao Service.

Lao state officials have admitted that the country’s lottery is not fully managed by the government and that the business interests behind it are influenced by national leaders. But they have not disclosed how much the businesses pay to the government for the annual concession to run the lottery. A caller to RFA’s Lao Service urged the government to resume control of the lottery, saying that private business interests “should not be allowed to manipulate the lottery.” The money should go to public services, he said, adding that he was concerned that the lottery could become addictive and lead to social problems.
