The Regulatory Authority of the Netherlands (KRO) and the Malta Gaming Authority are examples of reputable regulators. The KRO focuses on consumer protection, while the Malta Gaming Authority regulates the marketing and advertising of online lotteries.

In the communist country of Laos, lottery officials are rigging the system in order to avoid large pay-outs, sources say. Drawings in the country’s national lottery, which take place three times a week, are known to show numbers that vanish from purchased tickets or are deemed unlucky. Officials also manipulate winning numbers to avoid paying out the top prize of 1 million kip ($325).

The government-controlled International Lottery in Liechtenstein Foundation (ILLF) pioneered Internet lottery betting, launching the web’s first lottery in 1995 and processing the world’s first online lottery transaction. The ILLF is a charitable organization that supports projects and organizations domestically and internationally.

In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. Each lottery is run by the Interprovincial Lottery Corporation, a consortium of provincial and territorial lottery commissions. The lottery is also legal in Special Economic Zones throughout the country, which are leased by the province or territory to boost foreign trade.
