Several witnesses told RFA’s Lao Service that numbers are mysteriously changed from the winning draw to another number during drawing, and that some numbers appear on purchased tickets only once or never at all during the drawing. A state official who spoke to RFA on condition of anonymity said that the companies responsible for the lottery have business interests in the communist country and are linked to the ruling elite.
