In Canada, before 1967 buying a lottery ticket was illegal, but the federal Liberal government introduced an Omnibus Bill that would amend various laws. During this process Montreal Mayor Jean Drapeau, in an attempt to raise money for the World’s Fair and the subway system, announced a “voluntary tax” in which he offered participants silver bars instead of cash prizes. The federal justice minister argued that this did not violate federal law, but the Supreme Court of Quebec disagreed and declared the tax illegal. As a result, revenue from the lottery dropped dramatically. This did not deter the government, which enacted a statute in 1969 that allowed provincial/territorial governments to operate lottery systems. This law was subsequently amended in 1970 to permit the purchase of tickets on a nationwide basis. Since then the Canadian National Lottery has become a popular choice for people across the country. It has a variety of games available to its players, including Lotto 6/49, Lotto Max, and Daily Grand.
