The HCM City lottery company has said it can implement ticket sales at fixed places, starting from October 22, but vending is still prohibited. Vendors like Van Nguyen in Binh Thanh District say they will keep selling tickets because if they stop, they will not be able to pay their rent or cover their basic needs. Others are more adamant about the importance of selling, even though they know it is illegal. They claim that they will only be punished if caught by the police. A few of them have been spotted by the police, but none have been arrested yet. However, the law on selling has not been enforced so far. There are reports that police are ignoring ticket sellers. The authorities are investigating the reasons for this.
