A lottery is a form of gambling in which the prize depends on a random draw of numbers. The prize may be money, goods, services, or even real estate. In Canada, the provincial governments operate four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. The profits are distributed by the Lottery Grant Board, an autonomous Crown entity that distributes allocations to charities and community organizations. In addition, the Lottery Grant Board also administers sports and arts grants.
In Quebec, the mayor of Montreal, Jean Drapeau, wanted to raise funds for the World’s Fair and subway system. He decided to run a “voluntary tax.” For $2.00, you could enter a drawing for silver bars, which would be used to build a statue of Montreal. The minister of justice argued that the tax was illegal, but the monthly draws continued to take place without a hitch. On September 14, 1968, the Quebec Appeal Court declared the tax to be illegal. The City of Montreal then appealed the decision to the Supreme Court. However, the Supreme Court refused to overturn the lower court’s ruling. The Canadian government did not legalize the lottery until 1969, when an amendment was made to the Criminal Code. In the United States, the lottery is regulated by state law, and all players must be over 18 years old. The lottery is the second largest source of revenue in Canada, after the tax. In the US, private lotteries are also permitted. Until the late 19th century, when instant lotteries were introduced, the majority of US lotteries were scratch cards. In the early 19th century, the US Patent Office issued a number of patents for various types of lotteries.
