The bill included an amendment to make buying a lottery ticket legal. Montreal Mayor Jean Drapeau decided to promote the new “voluntary tax” by offering silver bars instead of money as the prizes. He argued that his lottery was not a true tax because the participants had to answer four questions about Montreal in order to be eligible for a prize.

Lai Trang, who sells lottery tickets on the streets in Quang Ngai, said sales are only one third of what they were before the pandemic hit. She said people are hesitant to buy tickets because they fear contracting the coronavirus. She added that many of her loyal customers have lost their jobs. She says she will continue to sell lottery tickets because it is the only way she can survive.
