The Interprovincial Lottery Corporation manages the games on behalf of the five regional lottery commissions: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Yukon Territory, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia).

In HCM City, the HCM City Lottery Company says it is now legal to sell tickets at fixed locations starting October 22, but vending remains prohibited. However, many vendors remain unwilling to stop selling, as they owe room rent and need to make money to buy food. Van Nguyen in Binh Thanh district, for example, is still selling tickets even though he knows it’s against the regulations.
