Laos is a communist country and gambling is officially illegal, but there are Special Economic Zones that allow casino gaming. Those casinos are owned by private business interests, which are connected to members of the ruling elite. A source in Laos told RFA that these businesses are rigging the lottery system by limiting the number of winners and preventing large payouts.

In Australia, the state-owned operator is Tatts Group and there are some privately owned companies that sell Australian lottery products, including Instant Kiwi scratch cards and keno. The government has a central agency that oversees the various lotteries, distributing funds to the national game and various state-based lotteries. It also oversees charity lotteries and keno. Lottery New Zealand is a national lottery that offers four games: Powerball, Keno, Bullseye and Instant Kiwi. Its profits are distributed by the Lottery Grants Board to community and charity projects throughout New Zealand.
