Lottery is a form of gambling whereby players win money by matching numbers or symbols on tickets purchased from authorized outlets. In many jurisdictions, lottery games are regulated at the state or territory level, while others are overseen by federal agencies. This is because the games have been shown to be addictive and can lead to serious harms, such as gambling addiction.

While lottery participation is declining in some countries, it remains popular in others. In Canada, for example, the lottery is a major source of revenue and offers four nationwide games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. In addition, the Interprovincial Lottery Corporation operates the Lotto 6/49 game for the Atlantic provinces, Loto-Quebec for Quebec and its territories, Ontario Lottery and Gaming Corporation for the province of Ontario and Western Canada Lottery and Gaming Corporation for Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut.

In Laos, the government has sought to strengthen its control over the country’s legal state lottery system. On Aug. 17, the office of prime minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the lottery, to work with the Ministry of Public Security to improve the state’s oversight. The directive said that the number of drawings should be reduced from two to one per week and winnings should be handled more transparently. It also urged the ministry to close down informal football lotteries and lotteries sold via short messaging service.
