Laos Lotto
In the communist nation of Laos, officials in the national lottery are rigging the system and manipulating winning numbers to avoid large pay-outs, sources in the country tell RFA’s Lao Service. Drawings often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, on Oct. 14, the winning number 509 appeared only as 134 on tickets sold throughout the day, but was later changed to 662.
The office of Prime Minister Thongloun Sisoulith has sent a directive urging authorities to work with the Ministry of Finance to better manage the problem, sources said. The directive stipulates that drawings from the legal state lottery must be reduced to two from three a week, and that winners will be handled in a more transparent manner. In addition, informal football lotteries and lottery chances purchased by mobile phone short messaging services must be closed down.
