Lottery online is a game of chance wherein players have the opportunity to win a prize based on the numbers drawn. The games can be played on a computer or mobile phone and are usually free to play. The prize money ranges from small amounts to huge sums of money depending on the number of tickets sold and the number of prizes that are available.

In the past, people could only buy lottery tickets at physical outlets but with the advancement of technology, online lotteries have become commonplace. The International Lottery Foundation, a Liechtenstein-based charitable foundation, pioneered Internet gaming, having launched the world’s first online lottery PLUS Lotto in 1995 and processing the first online gambling transaction. Today, the ILLF operates many websites that sell lottery-style games to players worldwide. The ILLF also supports charities locally and internationally.

A variety of governments and organizations operate state-based lotteries. These include the Australian state government, regulated by Tatts Group, and the national lottery, operated by the Bulgarian Sports Totalizator (Bulgarian: веторомленн стрд). There are also private sector companies that sell state-based lotteries online in countries where they are legal to do so.

Laos has a state-run lottery and, according to one source, a large percentage of business interests involved in the country’s legal state lottery are tied to members of its ruling elite. Drawings are often rigged and the winning numbers sometimes disappear from purchased tickets. For example, on Oct. 14, the winning number 134 disappeared from tickets bought throughout the day before the drawing was held. It reappeared as a number 5 on the winning ticket only 10 minutes later, the source told RFA’s Lao Service.

In Canada, lotteries are run by a network of five regional agencies owned and operated by provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia). Canada’s federal government does not regulate lottery play. In 1967, Montreal Mayor Jean Drapeau tried to raise funds for his city’s World Fair and subway system by introducing a “voluntary tax.” Though this was called a lottery, the Minister of Justice said it violated federal law. In spite of this, sales dropped and Drapeau subsequently had to cancel the monthly draws. In 1969, Quebec’s Supreme Court struck down Drapeau’s ‘voluntary tax’ as unconstitutional.
