While the Minister of Justice argued that Drapeau’s tax did not meet federal lottery requirements, the Montreal City Council refused to drop its legal challenge, and the draws went on without a hitch.

Laos’ official state lottery is rigged, sources in the communist nation say. The country’s deputy finance minister and lottery supervisor, Sila Viengkeo, told RFA’s Lao Service that the prime minister’s Aug. 17 directive instructs the ministry to reduce the number of drawings in the state lottery and make the results more transparent.
