In the communist country of Laos, lottery officials are rigging the system to avoid large pay-outs, sources tell RFA’s Lao Service. For example, the winning number in the Oct. 14 drawing was 509, but the number was displayed only as a five on tickets sold throughout the day of the drawing, a source told RFA.

Moreover, many of the companies responsible for the national lottery are owned by business interests that have connections to the ruling elite. The government should resume control of the lottery so that it can be transparent, a source said. Currently, the governing body overseeing the lottery is the Ministry of Finance, but the Ministry has not yet responded to RFA’s request for comment.
