In addition to the government’s own Loterias y Apuestas del Estado, Laos has three regional lotteries operated by its provinces and a national game called Lotto Max.

The Laos lottery is a state-controlled enterprise that operates under the supervision of the Ministry of Finance, according to an Aug. 17 directive from the ministry. The directive said the lottery operator should comply with state regulations on transparency and ensure that all the company’s activities are legal and legitimate. It also said that the lottery must submit monthly reports on its activities to the ministry.

However, a Lao deputy finance minister told RFA that accusations of the state lottery being unregulated are without basis. The ministry, he said, is in the process of setting up a regulatory authority to oversee the lottery. The authorities will also investigate the role of some private enterprises involved in the lottery, including those owned by family members of Lao national leaders.
