In the most recent drawing on Oct. 14, the number 509 vanished from purchased tickets before the drawing was announced, RFA’s Lao service reported. That number is associated with buffalo, which symbolizes good luck in the country’s Buddhist-dominated society.

The official in charge of the state lottery, deputy finance minister Sila Viengkeo, denied the allegations to RFA’s Lao service. She said a directive sent on Aug. 17 to the ministry from the prime minister’s office emphasized that the state lottery must be more transparent and that it should not allow informal football lotteries or chance drawings bought via short messaging services to take place.
