Lao state officials have been accused of rigging the national lottery in order to avoid large pay-outs. One such number, the cat symbol (Felis catus), came up in four consecutive drawings in August, September and October, prompting many buyers to question the honesty of the game.
The rigging has prompted calls from state officials for changes. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance and its state lottery supervisory body, asking them to work together with other government departments to improve transparency. Drawings were to be reduced from two to one a week, and winners’ payouts would be handled in a more transparent manner. The directive also ordered that informal football lotteries and lottery chances purchased via short messaging services be closed down.
A spokesman for the ministry said that the directive was not aimed at eliminating the lottery, but rather at helping the public understand it better. He added that the ministry was working on other measures to help restore faith in the game.

Private lotteries also exist.
