While the game of lottery is not new, its legal status has changed significantly in recent decades. For example, in 1967 a special law (called an Omnibus Bill) was passed to update a number of obsolete laws that had been in effect since the 18th century. This legislation was accompanied by a rethinking of the role of public and private lotteries.

In the United States, large portions of lottery profits are used to fund state education systems. In Canada, a portion of the revenue is used for a variety of social services and health care programs. However, in some countries (such as Australia), the legality of lottery-style games is uncertain because of the lack of specific legislation governing them. Moreover, some private companies have been able to circumvent laws by selling tickets through the Internet. This trend has led to a growing debate over whether or not it is ethical to sell lottery-style games online.
